National Contingency Plan, Willits, California: Managed National Contingency Plan compliant federal consent decree driven RI/FS. Prepared initial draft of all primary RI/FS documents including Access Plan, Investigation Derived Residuals Plan, Field Sampling Plan, Quality Assurance Project Plan, and Community Relations Plan. Assisted legal staff in revision, finalization, and implementation of plans and assisted in dispute resolution in compliance with consent decree framework.

National Contingency Plan, Oxnard, California: Prepared extensive Site Characterization Report, evaluated costs of repairing existing non-functional interim remediation system (air stripper, UV oxidation, GAC absorption) and negotiated with previous consultant for costs associated with restoration/repair of remediation system, tested various performance criteria, managed National Contingency Plan compliant Risk Assessment/Feasibility Study. Project included maintenance of GIS database and physical/chemical hydrologic modeling, NCP compliant data validation and reporting.

National Contingency Plan, Menlo Park, California: Prepared National Contingency Plan compliant RI/FS Work Plan, performed compilation of historical environmental records, reviewed and evaluated materials disclosed by defendants Raychem Corp and Zenith Corp, prepared deponent questionnaire, compiled potential deponent list, provided technical assistance during depositions, work led to settlement.

Hazardous Waste, Oakland, California: Remedial Investigation, Site 807, Oakland Army Base, chlorinated hydrocarbon spill. Prepared Work Plan, Health and Safety Plan, Investigation Derived Waste Disposal Plan, and Quality Assurance Project Plan for the Army Corps of Engineers. Coordinated project with army base environmental personnel, directed field and laboratory investigation, and prepared technical report.

Hazardous Waste, Pittsburg, California: Managed risk-based strategy to characterize and mitigate potential environmental impacts associated with high levels of arsenic in soil and groundwater from former copper smelter. Prepared statistical background soils database, delineated vertical and lateral extent of elevated arsenic concentrations, performed aquifer testing, implemented molecular specification study, interpreted sedimentology and stratigraphy, performed groundwater physical modeling, authored arsenic fate and transport model, evaluated associated environmental risk and remediation strategies, successfully gained California Regional Water Quality Control Board concurrence that excavation or treatment was not necessary to maintain beneficial uses of water resources, saved the client tens of millions of dollars.

Solid Waste, San Diego County, California: Prepared Corrective Action Plan in accordance with requirements of the Campo Code of Tribal Regulations (mimics federal solid waste regulations) for new Campo Landfill. The plan described specific criteria for moving from detection monitoring to assessment monitoring to corrective action in the event of a landfill release to groundwater. Prepared Piper Diagrams of major cautions and anions at numerous groundwater monitoring points to support choice of statistical methods for determining a landfill release.
