Karsten Mueller, Ph.D., LEED AP, CGBP - Senior Water Resources Manager



Dr. Mueller holds a Ph.D. in Environmental Studies with an emphasis in watershed and water management, and a B.A. in Environmental Planning. Since 1991, his career has included planning hydropower projects for Pacific Gas and Electric Company and planning and managing hazardous materials abatement projects for SCA Environmental, both in San Francisco. He has also taught courses in environmental policy, planning, and economics at the University of California, Santa Cruz.

Dr. Mueller has served as a Water Commissioner for the City of Santa Cruz, where he responded to public comments and oversaw projects including the Integrated Water Plan, a 20 plus year water supply plan, and the Watershed Management Plan. Dr. Mueller has expertise in environmental planning, environmental policy, environmental law, economics, hydrology, groundwater management, water quality, restoration ecology, conservation biology, and possesses superior writing and public presentation skills.
