Goals: As a subcontractor to Cook Environmental Services, Inc., ADH assisted in the
evaluation and major revision of JM Enterprise's Storm Water Pollution Prevention Plan (SWPPP)
in order to come into compliance with a Notice of Violation and a Cleanup and Abatement Order for
this 8 acre motor vehicle recycling yard.
Project Description:
- Perform review of the Notice of Violation and Cleanup and Abatement Order issued to the
facility by the Regional Water Quality Control Board
- Conduct site inspection at each facility
- Evaluate the current SWPPP and BMPs
- Develop a relevant, up-to-date SWPPP which meets the Statewide NPDES General Permit's
requirements
- Assist in the installation of erosion control devices at the facility prior to the rainy season
Facility and Regulations Review: Prior to site inspections, review the State's Notice of
Violation and Cleanup and Abatement Order, the facility's existing SWPPP and Storm Water
Monitoring Plan, the NPDES General Permit for Discharges of Storm Water Associated with Industrial
Activities (Order No. 97-03-DWQ), and other relevant documentation related to motor vehicle
recycling yard BMPs.
Site Inspection: Conduct site visit at the facility for the following tasks: introductory
guided tours of the facility; independent walk-through inspection of vehicle and parts storage
areas, vehicle draining/dismantling and crushing areas, hazardous waste storage area, and vehicle
repair shop; photo documentation; thorough evaluations of existing BMPs; identification of
additional BMPs requiring implementation; and, inspection and evaluation of facility's storm
water treatment system.
Reporting: Prepare a significant revision to the existing SWPPP and Storm Water Monitoring
Plan to ensure compliance with the General Permit, Notice of Violation, and Cleanup and Abatement
Order. Emphasis was placed on clearly conveying the regulatory basis and rational for the document,
and on its readability so that it will be a valuable resource for all facility staff members.
