Armand Ruby has over 30 years of experience as an environmental scientist, specializing in water
quality issues. Armand has broad experience in designing and implementing monitoring programs,
and has developed particular expertise in environmental data analysis. His work has covered
surface and ground waters, wastewater and stormwater, as well as atmospheric deposition of
pollutants. Armand previously worked as a contractor on USEPA nationwide Effluent Guidelines
Development projects for several categorical industries. He also served as Statewide Coordinator
for the Massachusetts Acid Rain Monitoring Project, for which he was awarded the President's
Award from the University of Massachusetts. Upon arriving in California in 1990, Armand gained
experience with the CEQA process through contributions to a number of EIR/EIS projects.
As a former Vice President with Larry Walker Associates in Davis, California, Armand worked
extensively with municipal stormwater programs throughout California, and designed stormwater
monitoring programs for several counties. He also successfully facilitated stakeholder working
group efforts in several California watersheds. Since leaving LWA in 2004 Armand has continued to
design and analyze surface water and sediment quality monitoring and assessment projects,
including work on TRE's and bioassessment studies. His recent experience involves TMDL development
and analysis, stormwater runoff monitoring, and drinking water source assessment. He recently
completed a statewide compilation of monitoring studies showing the presence and effects of
pyrethroid pesticides in urban surface waters in California, and serves as a consultant to the
CASQA pesticides subcommittee.
Armand is the chair of the CASQA Monitoring and Science Subcommittee, serves on the Board of
Directors of the Coastal Watershed Council, and is a member of the California Water Quality
Monitoring Council, a statewide advisory mandated by SB 1070.
